I did by picking numbers as shown below.
But Anurag@Gurome solution is faster.

2x-3b=0, Can be written as x=(3/2)b

As b < 2, lets choose different value for b

b = 1.9, then x = 2.85
b = 1, then x = 1.5
b = 0, then x = 0
b = -1 , then x = -1.5

Now examine each answer choice

A). x>-3 -- Not possible, cause x can be maximum 2.85
B). x>2 -- Not possible, cause x can be maximum 2.85
C). x=3 -- Not possible, cause x can be maximum 2.85 and x can not be equal to a number as b is a range of numbers
D). x<3 -- Possible as max value of x = 2.85 and goes down after that
E). x>3 -- Not possible, cause x can be maximum 2.85
