(B) the interest rate are going to alter considerably

My stake on E

A - wordy, Also "is"...."alterations" is wrong .It should be "are"

B -"interest rate are"....it should be "interest rate is"

C-wordy

D -"will occur in next month" passive wording, also much wordy

E- concise and correct

Alter means To agitate; to affect mentally. so alter is not appropriate but 'change' is better. so (b) out.
(A) obviously 'there is 'is not correct
(C) very lengthy and giving a diff touch. also alterations is not good as explained through its meaning.
(E) seems to be small and perfect answer.

A , C pronoun issue

B fixes the pronoun issue but subject verb agreement

D Passive voice

E is short and concise -correct
