A. same
B. where his father earlier is
C. just as earlier his father had been
D. as his earlier father has been
E. his father earlier being.

I would choose C

A- "has been" is inappropriate. You need the past perfect tense
B- "where" can only be used to modify a specific time
C- Correct
D- wrong tense
E- "being" is almost always wrong

Indeed the OA is C.

All answers appeared awkward, is the usage of "just as" correct

Portland is a city in the Westcoast of Australia, where Nick got his first novel published. ---"where" denotes place.

I published my first novel, when I was in Portland -"when" denotes time

I don't think "where" could be replaced for "time" and vice-versa
