I will stake on A

A- compares the pollutant emitted by two different areas annually in a correct manner. "as much as" is correct idiom

B- "as much as is" is wrong grammatically --ruled out

C- "as much compared" is incorrect idiom ---ruled out

D -"that emitted" corresponds to what? calls into a question. It should have been "twice that of the pollutant emitted by....." ---ruled out

E - "twice that emitted" is incorrect form of grammar ....it should have been "twice that of the pollutant...." ----ruled out

B. as much annually as - something wrong here
C. compared to what is - wrong
D. Correct
E. annually compared to the - Wrong

I think this Q is only testing concision.

I understand that "which is emitted annually by......." is superior over "which is being emitted annually by ...."

Also agree that GMAT hates the word "being"

But there is one thing I want to explain you why "being" is necessary here

Vehicles by themselves do not logically emit pollutant(since they are nonliving beings) ----it is being emitted by them from the people.

This means that people are cause of emitting pollutant logically speaking (physically it is emitted by vehicles)

But who does that job from the vehicles? It is the people(which is not our subject in the question)

Hence we use "being emitted"

I don't think we need to get into that much technical details..
I eliminated A not only coz it uses which is being but also coz its not concise.

D is technically correct and concise. [OF] as mentioned by thephoenix should have been there but sometimes u takeoff prepositions if its too obvious.

The Answer must be D

Reason:
A: which is being emitted--- passive ...and very awkword..

B: first is annually is misplaced here and also the part "is emitted" not parallel with previous part. Wrong

C:we can't have two things at a time.. compared to and as much... not possible.

D : Correct

E: We don't need "compared to" again. It is redundant ..also this sent. is comparing btwn pollutant and vehicles..

YES, the OA is D, I just saw Ron's reply to this one in some other post.

He rejected A for the only reason that "being" cannot be used in this sentence as it lacks parallelism. I agree to that at some point.

D seems to be correct now.

amount of pollutant emitted annually by.........that emitted annually by --- are parallel as correctly indicated by Ron.

GMAT's wife is "Parallelism" . This always comes to our savior. Thanks a ton Ron!!
