I would say C.

1) B is 1m/s faster than A.
A speed's might be 100m/s or 1m/s ==> first case, A would reach first and second case B would reach first. So not sufficient.

2) A's speed is at least 3m/s.
B's speed is not given. So insufficient.

Taking both together, we can say A always reaches first.

For eg - A's speed = 3. then B's speed = 4
A reaches in 33.3 sec and B reaches in 35 secs (25+10)

Whenever n is greater than 2,
100/n < ((100/(n+1))+10)
