1970 --> Boris age was 26 years ....
olga born

let after x years bois will be 3 times her daughter age
so 26+x = 3x --> 2x = 26 --> x= 13
so in year 1970 +13 = 1983 Boris will be xactly 3 times as old as Olga

Now,in 1970 age of Olga = 0years
Let x years be passed
So,age of Boris = 26 + x
age of Olga = x

Now,Boris exactly 3 times as old as Olga implies
26 + x =3x
Hence,2x =26
x=13

Hence,Age of Olga is 13years
Age of Boris = 26 +13 =39 years
Year = 1970 + x
=1970 + 13 =1983
It takes time and effort to explain, so if my comment helped you please press Thanks button :)

in 1970 boris=26 and olga=0
let after x years boris=3*olga
after x yrs boris=26+x
and olga=x

(26+x)=3x
x=13
