a)m=-1/6 (m is slope)
as m<0, as x decreases, y increases. As x tends towards -infinity, y tends towards +infinity. Which is in 2nd quadrant
Sufficient.
b)y-intercept is -6.
can intersect 2nd quadrant but not sure. (y=x-6 (doesn't intersect))
y=-x-6 intersects
Insufficient

IMHO A.

1) -ve slopes would go through quad 2 & 4.
2) cant deduce slope from the given info...

This is is related to ascending and descending line. You may only learn the following

Any line with -ve slope has to pass through 2 & 4th quadrant (descending line)
Any line with +ve slope has to pass through 1 & 3rd quadrant (ascending line)
