No sure how i understood it ....

statement 1. distance between -X and X = 16

thus distance between any 2 points is 8,.( -X to 0 and 0 to X )

hence sufficient..

Statement 2 . X and 3X is 16

same logic as above ... distance between 2 points is 8. ( X to 2X and 2X to 3X )

Hence sufficient

thus its D..

Please let me know if u have any doubts...

Got it, thanks! The second statement threw me off, would picking numbers work for this one? If I said x=4, then 2x=12 and 3x=20. So, the difference between 2x & 3x can be found.

Here is how I did

question stem: l3x-2xl = ?

Statement I

lx-(-x)l = 16
l2xl=16
x=8

Sufficient.

Statement II

l3x-xl=16
l2xl=16
x=8

Sufficient.

Hence D.

I like to think there is nothing wrong with this method but do let me know if you think otherwise.
