Data Interpretation, GMAT paper test 37

The OA is C. Please can someone make meunderstand the working and how to go about such question in general? Because such questions have a very high possibility of appearing, atleast thats what i feel.

The table above shows the cost, in dollars, of traveling to and from cities A, B, C, D, E, and F. A sales representative wants to leave from A , travel to C, E, and F, and return to A . If the first city that the sales representative travels to must be E, what is the minimum possible cost for the entire trip?
(A) $13
(B) $14
(C) $16
(D) $18
(E) $20

I dont think there is any mathematical formula for it.
Best of doing it intrepreting the data looking at figure,but i think we should try to minimize use of time ....with infernces

here
A --C,E,F---back to A
repharase that as per question
A---E----(either C or F---thank god that only two variables---A)
Some observation
First is same for either case 7 (mandatory)
F to A and C to A is 3 for either cases,so last value is also same for both

set two possibilties
7(A-E)+2(E-C)--decision here+4(C-F)+3(F+A)=16

7(A-E)+6(E-F)--decision here+6(F-C)+3(F+A)=22

so 16 it is
I dont think we can conclude with out these calculations.
so method i can think of for now.
GMAT score is equally counted as your GPA and 78 clicks can change you life.
