World consumes oil

This is from Gmatprep

Currently 26 billion barrels a year, world consumption of oil is rising at a rate of 2 percent annually.

A. world consumption of oil is rising at a rate of
B. the world is consuming oil at an increasing rate of
C. the world's oil is being consumed at the increasing rate of
D. the rise in the rate of the world's oil consumption is
E. oil is consumed by the world at an increasing rate of

OA: A

My answer is E

I thought

"Currently 26 billion barrels a year"

must modifies some thing.

So, I thought it must be an oil that it modifies. I thought it was illogical a world that 26B a year can modify.

Well, i'm wrong.
I mainly look at Modifier issue in this question.

If there are any other ways to look at this question please share.

It is clearly A

26 Billion Barrel a year--> is nothing but consumption....it can not be world, rise or oil.
