this construction requires That
therefore b,c,d --> out

problem with E is that it alters the meaning of the sentence

the original sentence says 'voters may agree'
E says they have already agreed

so A is the only choice left

a is not wrong

Ex:
'much money' is correct when you are not actually reffering to the number.
