However scientists determine to measure the presence of frozen water vapor on Jupiter, it will always be impossible to detect from space.

A) However scientists determine to measure
B) However it is determined by scientists to measure it
C) However, determined scientists are to measure
D) No matter how scientists are determining to measure
E) No matter how have scientists determined to measure

A) However scientists determine to measure
-> Correct

B) However it is determined by scientists to measure it
-> passive construction; extra pronoun "it"

C) However, determined scientists are to measure
-> Comma not required; "are to" changes the meaning; determined used as adjective

D) No matter how scientists are determining to measure
-> seems like they are currently determining -> I believe not possible

E) No matter how have scientists determined to measure
-> same as D; even worse than D

ok i take that answer is A as it seems more correct than others
But about that explanation of D
what's wrong in saying(statement)
what ever you are currently thinking will not work...
(currently thinking-----currently determining)
i mean gramatically

So what happen if it seems that they are currently determining...I mean this could be a current affair too. Option D looks better than A.

D and E can be completely ruled out on the basis of change in meaning. In D and E, emphasis is on the process of determining i.e how they are going to determine but the intent of the original sentence is on the scientist's determination alone and not on HOW.

OA is A

But i am still confused between A and D. Not really convinced why D is wrong.

I request GMAT experts/ instructors to elaborate on this.

I think the meaning of the sentence is - It is not important how scientists are to determine the presence of frozen water, their process won't work to detect by any means from space.
If what i have understood is correct then D fits with the sentence.
If not (i.e. if the sentence wants to show a contrast to show that even if scientists are trying to determine they wont be successful) then the explaination -

No matter how means - it is not important how, whereas the sentence has to show a contrast, even though scientists are in the process of determining the presence.....

However is to show contrast, which is show in the sentence.
here in Option D No matter how stresses on the process which scientists are determining to measure the presence of frozen water.
Hence A
Can any expert comment on this question.
