the correct answer is E."hopefully" is not correct word usage in gmat.it is used as "it is hoped"
only e has the right modifiers.please verify again the answer. The answer should be E

I've observed with OA included in the main question thread replies from members tend to be biased towards that answer choice.

a better practise would have been to exclude OA initially, let some replies in and then post it ;-)
530->480->580
when posting a question don't post OA(even masked) before some discussion.

In E, " a program " is the subject.

I see a Subject Verb Conflict , as " cost" is plural doesn't match with "a program" which is singular.

And in None of the answer choices, this conflict has not been taken care of!!

@Bhumika, do u have the OE??

Reviving an old discussion, since no closure was achieved.

Can a GMAT instructor please explain why E is correct?

"It is hoped" Vs hopefully -> you see at deleted post https://www.manhattangmat.com/forums/sc- ... t6998.html

(A) The modernization program for the steel mill will cost approximately 51 million dollars, which it is hoped can be completed in the late 1980's.

"which" incorrectly refers to "51 million dollars"

(B) The modernization program for the steel mill, hopefully completed in the late 1980's, will cost approximately 51 million dollars.

"hopefully completed in the late 1980's' is a comma+Ved modifier and incorrectly refers to "steel mill".

(C) Modernizing the steel mill, hopefully to be completed in the late 1980's, will cost approximately 51 million dollars.

Incorrect use of modifier

(D) The program for modernizing the steel mill, which can, it is hoped, be completed in the late 1980's and cost approximately 51 million dollars.

Incorrect use of "which"

(E) Modernizing the steel mill, a program that can, it is hoped, be completed in the late 1980's, will cost approximately 51 million dollars.

" it is hoped' is an adverb

(E) Modernizing the steel mill, a program that can, it is hoped, be completed in the late 1980's, will cost approximately 51 million dollars.

"Modernizing the steel mill' is a program. -> Correct

a program that can, it is hoped, be completed in the late 1980's -> is a sub-clause.

Modernizing the steel mill, [sub-clause] , will cost approximately 51 million.

"it is hoped" is an adverb -> refers to "completed"

I hope that my above to 2 posts would be clear.

Correct me if I am wrong.
