Since the relative clause is essential to the meaning of the sentence, we need a restrictive pronoun 'that'. Also 'that' refers to 'set' therefore singular verbs 'was' and 'has' are required instead of 'were' and 'have'.
Hence 'C' is the correct choice.

Your explanation doesn't seem correct or complete. Can you explain why "prepositions" requires a plural verb? Afterall, its the "set of prepositions" that the verb is acting on & since set is singular, the verb should singular as well.

I think D is correct because in the sentence that/which is qualifying the noun right before it and in this its plural so we need were after that/which.

The verb for "set" is "has" - singular

IMO there is no right answer.

The ONLY RIGHT answer should be : The set of propositions that were...was.

As Manhattan SC says BEWARE of OF. Its just a middle man.

The sentence is actually - A set that was discussed by the panel has been published in the society journal.

of propositions just modifies SET.

other examples -

The discovery of new lands was vital to the expansion.
The building of tall skyscrapers has increased in the past few years.

So answer is C.

Lets look at the quoted OA for this question --> D

The set of propositions which were discussed by the panel has published in the society journal

I think I have multiple issues understanding why it is the correct/best option:

1. The verb 'were' refers to the 'set of propositions' or just 'prepositions'?
2. 'has published in the society journal' refers to whom? Who published the set of prepositions?

I think my major problem in sentence correction is that I spend most of the time trying to understand what the sentence is trying to convey.

IMO D

Please correct me if i am wrong....IMO

1. Its the prepositions that were being discussed by the panel and thus we shld have "were".
2. The set of prepositions as a whole was published and thus we have "has".

so "were" refers to prepositions and "has" refers to set.

That - used when info being provided is necessary to qualify the subject and make sense.
Which - used when info being given is a luxury(added info) whithout which also the sentence will make sense.

IMO, "which were discussed by the panel" is an added info and therefore, which is the correct word to use.
