By a vote of 9 to 0, the Supreme Court awarded the Central Intelligence Agency broad discretionary powers enabling it to withhold from the public the identities of its sources of intelligence information.

(A) enabling it to withhold from the public
(B) for it to withhold from the public
(C) for withholding disclosure to the public of
(D) that enable them to withhold from public disclosure
(E) that they can withhold public disclosure of


Options D and E are out because "they" and "them" do not have reference.

Why are the options B and C wrong?

In C "Withholding discloure of identities" means disclosing identities. it is negation of negation.
So it is different from intended meaning.

Not sure about B though.

if you were discussing the ultimate purpose, of laws, then Infinitive examples:

The committee passed a law to discourage drunk driving

if you're discussing the actual text of the laws themselves the ing is prefferd.
