Department of Commerce

The reports from the Department of Commerce indicated that the economy had grown at an annual rate much higher than most economists had predicted may occur.

(A) had predicted may occur
(B) had predicted
(C) predicted the occurrence of
(D) predicted may occur
(E) predicted

We have past perfect "had grown," so using the simple past "predicted" in C/D/E means the prediction happened after the growth, which doesn't make sense. A uses "may occur" unnecessarily; presumably it's referring to growth, but that's already implied.

GROWN and PREDICTED are related event. In order to show which occurred earlier we need to use "HAD". Hence CDE are incorrect. A option doesnt sense.
B is clear and concise. Clearly shows prediction occured before the growth.
