Between B and C, I'm going to go with B.

Since the aquariums are not available in large numbers in metro areas,
they attract "visitors". Since the zoos are available in most areas,
the "vacationers" can visit the ones in their local town (in which case
they won't be vacationers but locals).

I'll go with B

If zoos are present in all metropolitan cities, then the vacationers don't have an incentive to go to a zoo, but if pure aquariums are only present in a few cities, it is very likely that vacationers will visit the pure aquarium since it may not be present in their own city.

This is more like saying: There is no starbucks in India, so if i am fond of coffee and in the US, i might visit starbucks.
