The conclusion clearly states " The threat of Suffocation that plastic rings pose to wild animals will be eliminated".

The stem asks to weaken the conclusion.

Choice E is not addressing the threat of suffocation. Moreover , choice B says that old plastic rings will persist in most aquatic and woodland environments that means the threat of suffocation wont be eliminated even after the switchover from old to new plastic rings is complete.Hence , this weakens the conclusion.

Hence the OA shall be B

Choice E talks about only aquatic species, but argument talks about Wild Animals.

powerScore itself has given a very good explanation for the elimination of E.
