IMO, C is the best pick. But I'm not really sure.

Lets see whether each choice favors borrowing of saving:
(A) Tax relief on savings : favor savings
(B) Tax relief for processing fees: favors borrowing
(C) Tax relief for interest on credit cards : favors borrowing
(D) Taxes on cash gifts received if you opened a savings account: does not favor saving
(E) Taxes on interest earned on money invested in interest-bearing savings accounts : does not favor saving

Based on the structure of the argument, we are looking for a choice which , if absent, will imply that Grootland favors borrowing and discourages saving:

If there was no Tax relief on savings , it would mean that Grootland favors borrowing over saving.

So IMO answer is A. What's the OA?

The last part of the Passage

Should end with a clause which advocates tax system in favor of savings or tax system against borrowing .
Analyzing statements
A) FAVOURS SAVINGS
B) FAVOURS BORROWING
C) FAVOURS BORROWING (CREDIT CARD)
D) DOESN'T FAVOUR SAVINGS
E) DOESN'T FAVOUR SAVINGS
