"the construction .. rose the speed" is nonsensical. The construction itself didn't speed up. Eliminate.
"the construction.. increased the rise in speed" is redundant and wordy. Increase and rise imply same meaning. Eliminate
"the construction.. increased the speed" in E is same as B which is awkward.

The meaning of the sentence is that the construction caused something to happen.
so the answer choices B,D and E are wrong because each answer choices changes the meaning of the sentence.
a.In 1825, the construction of the Erie Canal leaded to a raise in the speed I think there is no word as such "leaded" lead = led(past and past participle)

for the basic reason that speed cant be risen ... its increased
A - different tenses. ELIMINATE
B- rose the speed ? why do we required this tense form ? ELIMINATE .Its unidiomatic
C- Wordy
D- Increased the rise of ? Wow ! never heard this before . ELIMINATE
E- correct. concise . u increase the speed of something.

First, this is clearly not an official question - there is no word "leaded" in the English language (well, I guess there's "leaded gasoline", but that has a completely different meaning) and the GMAT does not test us on our ability to differentiate between real and imaginary words.
That said, if we have to make a choice, the only possible answer is C.
E is nonsensical; the canal is what increased the speed of transport, not the construction of the canal.
