As the sentence envisages past tense in the latter part of sentence , former is redundant

I think its because the sentence talks about the chair person's achievements / activities during his/her tenure and the word former is wordy ...

Consider example As a member of the American team Phelps played important role in 2008 olympics.

Correct me if I am wrong..
