NS:I think somebody should encourage users to underlined to error parts....i was also thinking answer was C initially was i thought 'that' is not in the underlined part....see it changes the whole meaning...and may be correct answer as well
I agree that posters should underline, but you only need to check A to see what is supposed to be underlined.

The main question is here that isn't the answer A makes a run on sentence?.
However is a conjuctive adverb that introduce an independent clause.
Also the second part of the sentence , it is difficult ... is also an independent clause.
2 related independent clauses should be joined by a semi-colon.

Therefore Answer choice A should have semi colon instead of comma?

Shouldn't the correct choice be:-
However much United States voters may agree that there is waste in government and that the government
as a whole spends beyond its means; it is difficult to find broad support for a movement toward a minimal
state.
