Combination of "ing" with "to" - Correct

Can anyone explain why A is correct and not C.

A has "they" denounce in the first part, so should have support in the second one so that it works with the "they".

C creates "run-on"sentence which have no coordinator between 2 clauses. ",doing" can modify the previous clause as in A
