B - incorrect - ambiguous and wordy - that is persistent refers to chilling effect or to terrorist activity --- not clear

Moreover, "and the chilling effects of persistent terrorist activity" is precise and succinct than "the chilling effects of terrorist activity that is persistent". The latter is wordy. Hence D.

I agree. Option D is precise.

I'd go with D

yes the correct answer is D man... just got a bit confused between the options B and D.
