(B) by suggesting the reduction of software prices to decrease the incentive for pirating, and still others call

(C) suggest the reduction of software prices for decreasing the incentive for pirating, and still others call

(D) suggest the reduction of software prices to decrease the incentive for pirating, and still others by calling

The sentence is checking for parallelism . Here are 3 things that are done to reduce illegal copying
(1)change people's attitudes toward pirating
(2)reduction of software prices
(3)call for the prosecution

These 3 things need to be parallel .
(A) by suggesting reducing software prices to decrease the incentive for pirating, and still others by calling
[REDUCTION is better than REDUCING, eliminate]
(B) by suggesting the reduction of software prices to decrease the incentive for pirating, and still others call
[BY attempting to ...., by suggesting the reduction............ AND still others BY , BY is missing eliminate]
(C) suggest the reduction of software prices for decreasing the incentive for pirating, and still others call
[Correct all the 3 elements are parallel]
(D) suggest the reduction of software prices to decrease the incentive for pirating, and still others by calling
[BY attempting to ...., by suggesting the reduction............ AND still others BY , BY is missing eliminate]
(E) suggest reducing software prices to decrease the incentive for pirating, and still others are calling
[REDUCTION is better than REDUCING, eliminate]
"Know thyself" and "Nothing in excess"

Answer is E for this. I also did the same mistake when I first attempted this question. Here 3 things are parallel such as propose, suggest and calling

Ok let me try and explain

A and B out : Because // is "some propose to" - "Others Suggest"

Left with C,D,E

Propose to : 1st Clause
Others Suggest : 2nd Clause
2 Clauses then you need Verb "Are"

Well on GMAT A>V>N

C and D have N form "the reduction"

Only E has the option

(C) suggest the reduction of software prices for decreasing the incentive for pirating, and still others call
[C is out because we need the preposition TO and not FOR as TO shows intent or in a certain direction and FOR indicates purpose]
(D) suggest the reduction of software prices to decrease the incentive for pirating, and still others by calling
[As said earlier D dose not maintain parallelism .]
(E) suggest reducing software prices to decrease the incentive for pirating, and still others are calling
"Know thyself" and "Nothing in excess"

@Rock Adverb>Verb>Noun... Is what GMAT Loves...
So if u have options which have Adverb,Verb and Noun form and all of them are right then Adverb is better than Verb and Noun..

So adverb is preferred to Noun and thats why we eliminate C and D since they have REDUCTION that is a noun.

Right is that what you suggest ?

If that is the case then why is E correct it uses REDUCING which is a NOUN too .
"Know thyself" and "Nothing in excess"

And a actual noun is preferred than a Gerund which Reducing is...

As i mentioned earlier the only way to see this is Clause Clause Verb...

The Adv>Veb>adj.. will not wrk here
