if + p.simple = WILL\CAN
so C,D,E out
A is out because level is singular so need That and not those

Here P.Simple means Present Simple Tense

I think that refers to carbon emissions in united states and not level.

Please correct me if i am wrong

the comparison is about the carbon emissions , but done in terms of 'level', hence 'level' should be our considering term.
