All I want to know is that in option A don't you think we need "CAN/COULD" in the end to complete the sentence.

Correct sentence,according to me, should read as below,

In the face of widespread concern about environmental waste, compact disc manufacturers are attempting to find a replacement for the disposable plastic box in which they COULD package their product.

Please let me know your thoughts and correct me.

Good question Suman.

Think about this scenario:

I am looking for a box in which I could put my coins in.

Now I have a box.

But the box is too big.

I am looking for a replacement for the box in which I put my coins in.

If you notice, I already have a box, and I want to replace it. Here "in which I put my coins" is describing the box that I currently have.

Similarly, the manufacturers already have a box in which they package their product. Though they are looking for a box in which they could package their product, they already have one, so they are looking for a replacement for the box in which they (ALREADY) package their product.
