Modifying phrases need to be as close as possible to the thing they're modifying for clarity. Each answer choice will ultimately be a phrase modifying the method after the underlined portion.
A is a correct modifying phrase
B makes the whole thing a run-on/comma splice
C changes the method into the entirety of Karl Schmidt's work
D is nonsense
E completely changes the meaning of the sentence

"developed in 1919 in the work of.....it just doesn't sound right to me.
