help: fragmented sentence

Can someone please explain why the first sentence is correct and the second one is fragmented...

(1) A venomous snake was designated the emblem of the rebellion by the insurgency.

(2) A venomous snake designated the emblem of the rebellion by the insurgency.

'Designated' can be used as a transitive or intransitive verb;

(1): A venomous snake was designated the emblem of the rebellion by the insurgency. --> 'was designated' implies it is intransitive; Meaning of the sentence is Venomous snake is the emblem chosen by the insurgency;

(2) A venomous snake designated the emblem of the rebellion by the insurgency.

-- This sentence can be interpreted in two ways
(1) designated as transitive verb: meaning of the sentence is Venomous snake it self designated the emblem... but the sentence is incomplete meaning; Proper idiom is designated x as y;

(2) look at the phrase "designated the emblem of the rebellion by the insurgency" as ed modifier
in which case the phrase "A venomous snake( designated the emblem of the rebellion by the insurgency )" only has a subject and no verb;

Both sentences are written in passive voice. Sentence two is wrong because it misses the helping verb is/was.

Correct me if i m wrong.

2 nd changes the intended meaning of the sentence if you read it carefully i.e snake designated the emblem which is wrong......
