This is a great question!

Confused between B and D.

IMO D

I think that B has the word "stronger" that is bothering me. I believe that if the word "stronger" is used, then the thing that the majority is compared to should also be mentioned in the sentence.

Correct Answer is B.

Option D is wrong because it is a sentence fragment.

the majority is allowed to rule because of its strength, not because it is more likely to be right

the majority is allowed to rule because of its strength is an independent clause and then it is followed by a conjunction not. Only two independent clauses can be separated by a conjunction, but in option D, because it is more likely to be right is a dependent clause.

So it is violating the grammar rules.

Only B maintains the correct usage of the idiom.. not x but y

But I was unsure as, a majority is supposed to have plural usage

A->because in the second part it wrong.
B->parallelism maintained..right use of idiom..not because..but because
C->reason...because is wrong.
D->Better than original but not as precise and concise as B.
E->same as A and C..Reason..because is wrong..

Hence should be B
