IMO E.

Its not B because, frequently expressed and are being stunted are mismatch.

i think it is fine but the word "when" makes it incorrect.. generally, when is used for time....... also "expressed" is incorrect here

"about" is wrong, we need "that"

"refering" is shorter than "in reference to" . In OG 10 , there is a similar questions

"expressed" is wrong, "express" is right.

E is correct
