Though we can argue that we are talking about one satellite here and the verb should be singular (i.e is) if you look closely the actual reference is to the many satellites being part of the research. Hence the need for the plural form are. This eliminates A and B.
C - subjecting how Earth's..... to detailed scrutiny. Awkward construction
D - part of an effort for is not grammatically correct
E - correctly uses plural form and uses effort to subject .... to detailed scrutiny, which is correct.
Hence, E
