It's either A or E for me (I believe the idiom is "attempt to"). I'd probably pick E over A because the "begun..." clause is directly after the noun it's modifying (attempt) although it appears very wordy. What is the answer?

official ans is A.

But my doubt is "begun 2 years ago" modifies the Equal rights amendment instead of the attempt.

So confused how A is right!

this is the correct answer, because it is in an active form. And would be considered over the other options

Option B.
improper construction.This option is incorrect.

Option C.
Awkward construction.Does not require any debate.

Option D.
present continuous tense 'ratifying' does not concord with happens of two years ago.

Option E.
This is a passive voice and that is why Option A will be chosen over this option.Thus, this option is incorrect.
