IMO D

A: wrong, homes plural, "doing it " is singular
B: wrong, homes plural, "did it " is singular
C: making them while not having sounds awkward
D: making do -correct usage: they managed to do without
E: homes were built.. making do without sounds awkward, different tenses used

ANS is D. "it" in choice A and B is not used properly since "it" indicates what? Maybe "so" would be better. In other words, "doing so without" could be better.
