Sentence is in past tense "overturned".

A, B, C wrong

in E "being" is used which is almost always wrong

D is correct --> also verb takes 'ing' form "Allowing" to modify voilated which is correct.

I think the answer for first question,

that is used as a conjunction, you can fix it by having a comma
or a conjunction that will glew it together

Allow modify for state laws,
A makes readers misunderstand that Allow modify for ban rather than state laws
