THE question is whether
unpredictable backdrop that is, by turns, graceful and serene, violent and formidable, and the camaraderie

if all the above are adjectives for unpredictable backdroup,
then why
graceful and serence ( why this extra and )

it should be graceful, serene, violent and formidable.... ???

I think they key here is "by turns" - what the author intends to bring out is a contrast/opposite - on one hand surfing is 'graceful and serene' and on the other hand its 'violent and formidable'.

Good one though this SC.

I hate such long sentences :? - though after gazing at the options for 2 mins or so - i got to the OA. Thank god for that.

because of usage of 'by turns' , that means alternately

If backdrop is graceful and serene then it cannot be violent and formidable AND vice versa.

All the adjectives cannot be used at the same time to describe the backdrop.
