but isn't "which" refer to the immediate preceding noun ? In our case, President Richard Nixon ? Or is it referring to the complete prepositional phrase - in the hearings on the impeachment of President Richard Nixon.

bhai Ron has scribbled a doc for usage of which..plz google it ..iam sure one is there in net..plz do search as

1)The person that is being talked about is placed right after the comma.
2)"Which" in situations like x of y, "which" can refer to x.
"Single Malt is better than Blended"
