This is not a very good example of a GMAT-like question. All of the answer choices contain flaws.

A. "considered as" is not the correct idiom
B. "considered as being" also not correct
C. "by many" is in a nonsensical place. We can't say "he always will be by many considered." The "by many" is modifying what he always will be, not by whom he will be considered.
D. "considered as" again
E. "by many" is redundant and confusing here

This question seems to rely heavily on proper comma placement, which the GMAT does not test.
