The rationale for E.......
"...1994...waste was 90 pounds per production worker, last year it was 40 pounds per production worker..."
If the number of workers in both the years was the same, then there has been a reduction in the overall waste generation (since the waste per person has reduced)
But if the number of workers is more this year then the waste per worker will also reduce, even if you keep the overall waste constant.
In such a case it will be difficult to say whether the reduction in waste per person has been due to an overall waste decline or due to higher number of workers.
So the argument depends on......
E. The number of production workers assigned to the passenger-jet division was not significantly less in 1994 than it was last year.
In other words the number of workers last year is not more than 1994
