"Operation Bootstrap" in Puerto Rico.

(B) represent not a new principle, but one that
(C) are not a new principle; the same one

seems like u posted in wrong forum
it is a sentence correction prob

My ans : D
Can rule out B "represent not a new principle" is wrong and
E "new in principle" is wrong
left with A C D
A : dangling "it" may be "urban development zones" or "new principle"
C : " the same one" seems wrong

We don't need but here ..moreover one that is awkward.

B , D Out

E - Change in meaning.


So between A and C , am bit confused.

But I will go with C.. one refers to principle here IMO.. the same one [principle] was employed in ......

Moreover *same* brings clarity in the sentence that proposed zones are not a new principle...

Here zones are not the Principle. They rather represent a principle. This is similar to 'Termed as' in OG. C,D,E are out. A does not contrast the principles. Use B.

IMO B, all others answer can't be true because:
(A): it does not modify for any appropriate Noun standing before (if it modifies for principle, the sentence will produce an awkward meaning)
(C) & (D): wrong meaning, urban development zones can't be a principle
(E): same error as (A)

About (B): parallel structure: S + V + not + Object 1, but + Object 2
