This option merely gives us the perimeter of the larger rectangle, without knowing the dimensions of individual sides of any of the rectangles, we cannot proceed any further. INSUFFICIENT
2. This tells us that each of the 3 inner rectangles has same dimensions. To start with assume that the shorter side of the first vertical inner rectangle is 'x'. Since all rectangles are identical, you can see that the shorter side of the second vertical rectangle is also 'x' making LM = x + x = 2x. Also, KN = 2x (parallel side of the outer rectangle). Now the second side of these two top rectangles needs to be equal to KN i.e. 2x.
So we end up with the 3 inner rectangles with sides x and 2x.
KN = 2x, MN = 2x + x = 3x.
Hence KN/MN = 2x/3x = 2/3.
SUFFICIENT
Answer is B.
