Let's take each statement one by one.

(1) q is even.

Certainly insufficient. If q = 4, the answer is yes; however, if q = 6, the answer is no. Insufficient.

(2) 13 < q < 17

Certainly insufficient. If q = 14, the answer is no; however, if q = 16, the answer is yes. Insufficient.

Even both the statements together are insufficient since cases discussed in Statement 2 are applicable here too.
