Statement 1: Dan answered fewer than \(40\) percent of the questions incorrectly
\(I < 20 \cdot \frac{40}{100}\)
\(I < 8\). Thus \(D > 12\Rightarrow\) Sufficient

Statement 2: Dan answered at least \(25\) percent of the questions incorrectly
\(I \geq 20 \cdot \frac{25}{100}\)
\(I \geq 5\)
\(I\) can be \(5, D=15\)
\(I\) can be \(15, D=5\Rightarrow\) Insufficient

Hence, the correct answer is __A__
