1) The absolute value of x is always positive, if x itself is negative then their sum is 0.
2) If y is smaller than 1 and it must be an integer then its highest value is 0. |x| + x could be both positive or positive + negative, however, since the sum must be an integer smaller than 1, it must be positive + negative.
