Where or While

Pls help me understand this one correctly.

Where once the union had acquiesced to the prejudices of its English-speaking members by supporting the imposition of an alien tax on immigrant workers, after 1897 the United Mine Workers made a determined effort to enlist Italians and Slavs in its ranks.

IMO C..

as per my understanding, while is the better choice as where indicates place.. hmm.. so that leaves us with c d and e

among c d and e, had needs to be there i guess because of after 1897,, so d is out.

C is shorter.. so i'd pick C..

guys, please post your opinions:)

we require a past participle here bcoz there r two past events following each other.

hence eliminate B n D.

also usage of "acquiesced .........................................by ........" is correct here.

hence IMO A.

My best guess is the clause "where" all modifies "the united states"...my understanding is correct? Pls anyone clarify. Thanks.
