The premiums -- singular or plural ?

Please refer to Q 66 of OG verbal 2nd edition for the complete question.

"The premiums for personal property coverage are not affected"
Vs
"The premiums for personal property coverage is not affected"

Which one of the above is correct ?

Will the article "The" before premiums make it singular ?

IMO both sentences are incorrect.

'The premium' will make it a better sentence (The premium ....is...)

This is just as 'The numbers../ A numbers...' == incorrect

'The number / A number == correct

I feel the first sentence i.e "The premiums for personal property coverage are not affected" is the correct one. Subject over here is premiums & precedence of article the will not have any effect

For example: The Cathedrals in London are holic

The refers to a particular case/cases. Herein the refers to particular cathedrals but the subject in essence is cathedrals. Hence plural are should follow.
