This question is testing PARALLELISM and IDIOMS.

When Congress reconvenes, some newly elected members from rural states will try and establish tighter restrictions for the amount of grain farmers are to be allowed to grow and to encourage more aggressive sales of United States farm products overseas.


(A) and establish tighter restrictions for the amount of grain farmers are to be allowed to grow and to encourage
- "try and" is not idiomatic; "try to" is the correct idiom
- "are to be allowed" is probably unnecessarily wordy
- "to grow and to encourage" implies that farmers are allowed to grow and farmers are allowed to encourage. This is nonsensical.

(B) and establish tighter restrictions on the amount of grain able to be grown by farmers and encouraging
- "try and" is not idiomatic; "try to" is the correct idiom
- "able to be grown" is unnecessarily passive
- "and encouraging" is not parallel to any other -ing in the sentence

(C) establishing tighter restrictions for the amount of grain farmers are allowed to grow and to encourage
- "establishing" is questionable idiomatically
- "to grow and to encourage" implies that farmers are allowed to grow and farmers are allowed to encourage. This is nonsensical.

(D) to establish tighter restrictions on the amount of grain capable of being grown by farmers and encouraging
- "and encouraging" is not parallel to any other -ing in the sentence

(E) to establish tighter restrictions on the amount of grain farmers will be allowed to grow and to encourage
- no errors

Option A - Incorrect
The use of the definite conjunction "and" is not required to link the complex sentence, which is a function of each other but proper conjunction "to" is ideal.

Option B - Incorrect
This option cannot be used in this context because it would read to "to try and"; thereby giving no explanation of the action/verb i.e. Missing verb

Option C - Incorrect
This option pairs a participate with an infinitive; both are not parallel. It also does not offers a parallel structure; to establish and to encourage

Option D - Incorrect
In this option, the phrase "grain capable of being grown" is wordy, and there is an issue with parallelism. "To establish" and "establishing."

Option E - Correct
In this option, to keep parallelism between two factors connected by "and", we need two identical parts of speech. In the given context, to establish and to encourage is the only combo as in option E that sticks to this tenet. Hence, it is the correct option.
