By clarifying (A) "all persons" there is nothing a person who is concerned about his/her misusing his/her information.
So is option (B). It desceibes the depth of harm/abuse, which again is of little importance/interest to the person who is concerned.
Eliminating option (C) is easy.
Now I am left with (D) and (E).
