)rose from 27 cents to 31 cents overnight, prompting allegations that noodle shop owners had - 'rose' is simple past tense and 'had colluded' is past perfect tense. Correct.

)rose from 27 cents to 31 cents overnight, and prompts allegations that noodle shop owners had - - wrong tense

)had risen from 27 cents to 31 cents overnight, prompting allegations that noodle shop owners - use of past perfect tense 'had risen' suggests the prices "had risen" because the owners "colluded." - Incorrect

)had risen from 27 cents to 31 cents overnight, prompting allegations that noodle shop owners had use of 'had risen' with 'had colluded' suggests that price increase and collusion happened at the same time. Incorrect

)raised from 27 cents to 31 cents overnight, prompting allegations that noodle shop owners had - it should be 'rose' - Incorrect
