Utrania was formerly a major petroleum exporter, but in recent decades economic stagnation and restrictive regulations inhibited investment in new oil fields. In consequence, Utranian oil exports dropped steadily as old fields became depleted. Utrania's currently improving economic situation, together with less-restrictive regulations, will undoubtedly result in the rapid development of new fields. However, it would be premature to conclude that the rapid development of new fields will result in higher oil exports, because __________.

We want to choose an answer which would suggest a reason as to why Utrania may not have higher oil exports.
A - this doesn't suggest an appropriate reason above.
B - if the proportion of automobile owners in Utrania increase, we have reason to believe that some of the oil fields would be used within Utrania. This oil cannot be exported as well, so this choice is a viable answer.
C - same as A... doesn't really provide a reason as to why Utrania may not have higher oil exports.
D - same as A.
E - the direct opposite of what we want... if this were true, then we would have reason to believe that Utrania would have higher oil exports.

I like both B and C, but if would have to pick one would go for B as it shows direct relationship between high oil production more consumption within the country itself.
